Livingston County VINE Coverage
Missouri calls its victim notification system MOVANS. It can report local detention and court events, and it provides a registration route for custody changes. A Livingston County VINE check is useful when the matching record identifies the agency that supplied the event. That agency label matters here. Livingston County has no operating county jail, so local detainees are mainly housed at Caldwell County Detention Center in Kingston and sometimes at Daviess/DeKalb Regional Jail in Pattonsburg. A status may therefore name a facility outside Livingston County even though the booking arose in Livingston.
MOVANS also has a distinct path for a person under the Missouri Department of Corrections. A local bond release and an MDOC parole event are not the same record. Begin at the Missouri custody-notification registration page. The search is for one named person, not a list of everyone recently released. Use the full legal name when known. If the result set contains similar names, compare each visible identifier instead of selecting the first match. The custody location and reporting agency are especially useful in Livingston County because the physical jail may be in Caldwell or Daviess County.

A scheduled date is not an actual exit. State sentence records also distinguish a conditional minimum date from a maximum expiration date. MOVANS should not be used to rename either one. If the status is unclear, ask the reporting agency what event it sent and whether it was release to the community or transfer.
Register Livingston County Release Alerts
Current Missouri MOVANS delivery uses SMS text and email. Registration should follow the fields shown by the live interface. The state’s current notice does not identify a new text or email PIN, so no PIN should be invented. Save the confirmation that the system actually provides. May 2026 Livingston Alert Changes
Missouri changed MOVANS delivery on May 5, 2026. The current Department of Public Safety notice says telephone notifications and notifications through the VINELink app ended. SMS text and email are now the current channels. Existing registrations that lacked text or email had to be updated or created again. Older state brochures can still appear in searches, but their phone call and app instructions no longer control.
The old four-digit PIN belonged to voice delivery. Historical instructions asked a registrant to choose a phone PIN and acknowledge a call with the PIN plus the pound key. That workflow is obsolete. Missouri’s 2026 notice does not state that SMS or email uses a replacement PIN. Local and MDOC Release Notices
Custody type determines the proper notification route. A person held on a Livingston County booking may be physically housed at Caldwell County Detention Center or DDRJ. Parole follows release from prison into supervision. Therefore, an active MDOC result must be read for its actual legal status before calling it proof of a prison release. For notification registration on an MDOC-supervised person, use MDOC Victim Services as the current state notice directs.
Livingston VINE Release Limits
Notification data can arrive before or after a sheriff roster update. Agency feeds can also contain delays or later corrections. The LCSO Released Inmates view has no published update cadence or archive window. A MOVANS alert can preserve a useful event notice when the web roster changes, but neither source is a certified release record. For an urgent status, call the facility that physically held the person.
Federal custody is outside this local and state notification path. The Federal Bureau of Prisons locator handles sentenced federal inmates, while the U.S. Marshals Service can hold federal pretrial detainees in contract beds. ICE uses its own locator. A federal result such as “Not in BOP Custody” does not rule out supervised release, state detention, or immigration custody. Search the system tied to the custody event rather than treating MOVANS as universal.
Confirm Livingston County Releases
Use the alert as the start of confirmation. First, note the time, reporting agency, location, and exact status wording. Next, call LCSO and the physical jail for a Livingston booking. Ask for the actual release date and time, disposition, and destination or receiving agency if recorded. Then check Case.net when a court order, bond, dismissal, or sentence may explain why custody ended. The court docket gives legal context, but the physical jail holds the better exit timestamp.
If online and phone answers remain incomplete, send a focused Sunshine request to LCSO and the contract jail. Include the person’s name, booking number if known, date range, admission and release fields, disposition, and destination. Under Missouri law, the custodian must act by the end of the third business day, though production can reasonably take longer. This final record check prevents a transfer from being mislabeled as freedom and separates a timely alert from a certified agency record.
