Livingston County Release Basics
“Released” describes the end of one agency’s custody, but it does not always mean the person walked into the community. A Livingston County detainee can post bond, finish a jail sentence, receive a court-ordered release, or move to another jail. A person sentenced to state prison can later leave on parole or conditional release. Federal or immigration authorities may also assume custody. Each event creates a different trail. The strongest Livingston County release finding links a named person and booking to a dated exit record, then confirms whether the recorded destination was the community, supervision, or another custodial agency.
A released person usually drops out of a current-custody roster because that roster answers who is held now. Livingston County’s sheriff site has a separate Released category, yet that online view is a search lead rather than a certified archive. Its window, update schedule, and web-retention rule are not published. A missing name may reflect spelling, data delay, transfer, expungement, a short web window, or final discharge from another system. Absence alone proves none of those possibilities.
A roster disappearance is not a release record. Look for a release date, disposition, and destination from the agency that held the person.
Livingston County Release Types
The release label controls what should be checked next. Bond ends physical detention while the criminal case continues. Time served or sentence completion relates to a custody sentence, but the court judgment should confirm the term. Dismissal may explain why custody should end without documenting the actual exit time. Transfer closes one facility’s custody and begins another’s. Parole and conditional release move a state prisoner into supervised community status. Final discharge ends Missouri Department of Corrections supervision.

Bond Releases in Livingston County
The Livingston County Sheriff’s FAQ distinguishes cash or cash-only bond, corporate surety bond, and court-approved property or signature bond. These methods affect how a person meets the court’s release condition. They do not close the criminal case. Money or value deposited with the court may be applied as the court permits, so the bond transaction and the jail release are related but distinct records.
For a bond release, match the court case and bond activity with the physical jail’s admission and release times. Ask whether a hold or detainer delayed departure after bond was satisfied. The release record should identify the exit disposition and, if recorded, a destination. This step matters in Livingston County because the sheriff’s office tracks county detainees while a contract jail may process the actual door release.

Livingston County Release Record Fields
A useful request ties identity, intake, the physical custody site, and exit into one record. Ask for aliases and date of birth when releasable, especially when names are common. The sheriff’s live current view visibly includes a photograph, profile, booking number and date, age, charges, bond, and a custody-site label. The Released view was empty during research, so those current-card fields cannot be promised on a released profile. The underlying government record is broader than any one web card.
Request Livingston Release Records
No dedicated Livingston County release-record form or local fee table was found. A focused Missouri Sunshine request should go to the Livingston County Sheriff’s Office and, when needed, the physical contract jail. Ask for open portions of the booking, intake, release, disposition, destination, and booking-photo record. Give a narrow date range and request electronic copies. If material is closed, ask for the open portions and the legal basis for each withheld part.

- Ask LCSO which facility physically held the Livingston County detainee.
- Request admission and release date and time, disposition, and destination from LCSO and that facility.
- Ask for a cost estimate before charges are incurred and request electronic delivery.

Under Missouri section 610.023, the custodian must act by the end of the third business day. Production may take longer for reasonable cause, but the custodian must explain the delay and earliest availability. That rule is not a promise of delivery within three days. For standard paper up to 9 by 14 inches, section 610.026 permits up to ten cents per page plus allowed clerical time. Other formats and photographs can involve different permitted costs, and prepayment may be required.
Livingston Release Record Retention
Missouri’s sheriff retention schedule separates website visibility from agency retention. SHF 006 gives arrest logs, files, registers, fingerprints, and booking sheets a five-year minimum. SHF 013 covers inmate and detainee files, including intake, reason for confinement, admission and release dates, property receipts, and transfer data. Those files carry a minimum of five years after release. Litigation or another legal need may extend retention.
This schedule does not mean the Livingston County Released filter keeps a profile online for five years. Web publication can be much shorter, and the sheriff does not publish its window. When the web result has disappeared, cite the name, booking event, and date range in a records request. Older records from the former Livingston County Jail also belong with LCSO, not the closed building.
Expungement changes access. Under section 610.140, a qualifying order closes covered records held by named entities. Closed does not necessarily mean destroyed. Case.net may also omit confidential or sealed material, so an absent court result should not be read as a release finding.
Livingston Releases Cross County Lines
Livingston County’s most important release detail is geographic. The county does not operate a present-day jail. The former 48-bed jail at 901 Webster Street closed in 2012. The sheriff reports that most Livingston detainees are housed at Caldwell County Detention Center in Kingston. Daviess/DeKalb Regional Jail in Pattonsburg serves as a secondary site for overflow, conflicts, or change-of-venue needs.
The current Livingston roster can place the custody site in charge text. Read that label before calling or driving. Then contact the physical jail as well as LCSO. A movement from Caldwell to DDRJ, from a county jail to MDOC, or to a federal or immigration agency ends custody at the first site but is not a community release.

The roster is useful for identifying a live custody location, while the dated release record remains the better proof after an exit.
Why Livingston’s Jail Closed
The former Livingston County Jail opened in 1978 and closed on December 31, 2012, after repair funding issues. It remains relevant to older booking and release records, but no current Livingston County release happens from that building. LCSO is the records contact. Families should not treat the Webster Street building as a present-day pickup point.
A 2025 sheriff statement reported that the average daily Livingston population in contract custody exceeded 50 during 2024 and that the year’s detention expense exceeded $1 million. Those figures describe operations, not a count of releases. They explain why a Livingston release search must begin with the facility that actually held the person.

Its figures should not be used to estimate how many people left custody during any period.
Find Livingston County Released Inmates
Start with the official LCSO Released filter. Search by first or last name and sort by date, newest first. The page returned a zero count during research, but that was one observed screen state, not a release statistic. LCSO does not define the view as a 24-hour or 72-hour list and does not publish its cadence or purge rule. The empty screen requires a fallback chain. It must not be used to conclude that no release occurred.
- Search the Released filter by first or last name and sort newest first.
- Check current custody only to rule out a person who is still held and to identify the physical jail.
- Call LCSO and the physical jail, asking whether the exit was a community release or transfer.
- Check MOVANS for a reported status change and Case.net for durable case activity.
- Send a date-bounded Sunshine request when the online record is missing or unclear.
MDOC Release Search Limits
The Missouri Offender Web Search covers active offenders, including parolees, people on conditional release, and qualifying probationers. It expressly excludes discharged offenders. Therefore, a person released from state prison but still under active supervision may appear, while someone whose sentence and supervision fully ended is intentionally absent. A probation result does not by itself prove a prior prison release.
For historical or fully discharged status, use the nightly MDOC Sunshine data or submit a focused request. The data includes people who are or have been supervised and reaches back into older records. Livingston’s county code is LIVI. The file works at charge level, so one person can have several rows. Match DOC ID, cause number, county, and completed flag rather than relying on the name alone.

Livingston Release Court Checks
Missouri Case.net can preserve public case context after a short roster window ends. Search by litigant name or case number, narrow to the Livingston court, and review Charges/Judgments and Docket Entries. A judgment may show the plea or verdict, disposition, sentence, probation activity, revocation, and later orders. It does not usually establish the minute when the physical jail opened the door.
Post-release supervision needs a separate check. Active parole, conditional release, and qualifying probation cases may appear in MDOC’s active search. District 2 in Chillicothe can clarify active supervision when the directory and online result are not enough. Parole means release from prison under Board authority. MOVANS adds notifications, not a universal release certificate. Since May 5, 2026, current Missouri delivery uses text or email. Telephone and VINELink-app notification delivery ended. Local jail and court registration help goes through MOVANS, while MDOC-supervised notifications go through MDOC Victim Services.
Federal Livingston Release Records
The Bureau of Prisons locator covers federal inmates from 1982 forward. Search by federal identifier or by name with demographic filters. A Released or Not in BOP Custody result means BOP no longer holds the person. It does not rule out another jail, immigration custody, or supervised release.
The ICE Online Detainee Locator covers current ICE custody, qualifying CBP custody, and people released from ICE custody within the prior 60 days. An ICE release ends ICE custody only and does not close the immigration case. No comparable public person-by-person United States Marshals Service release locator was found. A federal court record, BOP search, or properly directed records request may be needed.

Livingston County Release Facilities
Four local records or custody points shape the Livingston County search. Caldwell County Detention Center is the primary contract jail and a present-day physical release site. Daviess/DeKalb Regional Jail is the secondary custody site. The former Livingston County Jail is historical and supplies no present-day door release. Chillicothe Police Department can hold arrest or incident records, but official research did not establish it as an overnight jail.

For any facility, ask the same direct question: did the person enter the community, or did another agency receive them? A dated disposition and destination answer that question better than a missing roster card.
